Abstract

The article deals with issues related to the definition of volumes and limits of competence of subjects in the field of transportation by urban transport. It is emphasized that the bodies of power and local self-government should conduct their activities not only taking into account departmental bodies, but also applying legislative acts in the field of licensing activities, state regulatory policy, and transport safety. Exploring the grounds of competence, its boundaries and ways of influencing it, the goal was to achieve balance, coherence and sensitivity in decision-making in the field of urban transport with strict adherence to the limits of competence, which provides opportunities for the formation of a single integrated system of effective a mechanism for coordinating actions to provide enterprises, in particular small and medium enterprises, with a wide range of services necessary for their successful activities in the domestic and foreign markets.
